The Problem We Solve

Growing companies face a talent
infrastructure gap nobody talks about.

Most companies your size handle hiring one of two ways. Here is why both fail — and why there is a third option that most founders have never considered.

01
Way One: Post & Pray
Your Leader Shouldn't Be the Recruiter

You post on Indeed, LinkedIn, and Glassdoor — and wait. Every screening call is 45 minutes of your week. Every bad hire costs you $40,000–$80,000 and three months of momentum. You are the CEO, the COO, and now the recruiter. Something suffers. It is usually the business.

02
Way Two: Hire In-House
The W2 Hire Costs More Than You Think

A mid-level in-house recruiter costs $85,000–$130,000 in total compensation — before benefits, payroll taxes, and overhead. That is a fixed cost whether your pipeline is busy or quiet. And at that budget, you rarely get the senior expertise your company actually needs to grow.

03
The Hidden Risk
The Compliance Exposure Nobody Mentions

Most companies under 50 employees cannot produce documented selection criteria for their last 12 hires. An EEOC complaint or OFCCP audit would expose them immediately. This is not a future risk — it is a liability sitting quietly inside every unstructured hiring process right now.

The Founding Story

I was the $120,000 problem —
and I built the solution.

When I joined Gulfstream Media Group — a media company — and Mirabél Technologies — a software firm selling CRMs to the publishing industry — as their first in-house recruiter, I was costing each of them roughly $120,000 a year as a W2 employee. Over 2.5 years combined, I made around a dozen placements. A fractional engagement would have delivered the same outcomes at half the cost, with a more experienced expert. That is the business Ilangwa & Associates was built to offer.

Lucien Ilangwa, Founder — 18 years of full-cycle recruiting across corporate, agency, government, and executive search in the U.S., U.K., and France.

The Founder

Lucien Ilangwa — the recruiter who became the client, then built the solution.

With 18+ years of full-cycle recruiting experience across corporate, agency, government, and executive search in the United States, United Kingdom, and France, Lucien Ilangwa brings a depth of expertise that most boutique firms cannot replicate.

His career spans Boeing, AvalonBay, FirstService Residential, Bezos Academy, Faststream UK, and the U.S. Census Bureau. He has walked into two companies — Gulfstream Media Group and Mirabél Technologies — as their very first in-house recruiter, building their talent acquisition function from scratch. That lived experience is the foundation of the Fractional TA offer.

"Partenaire de confiance pour les entreprises francophones en expansion — au Sénégal, en Côte d'Ivoire, au Mali et en République Démocratique du Congo."

Lucien's diplomatic family background and high-level personal connections across francophone West Africa — combined with native French and Spanish fluency — give Ilangwa & Associates access to African markets that no other Washington State firm can match.
